Footscray developer doubles Barkly Street units plan

Footscray’s iconic 501 Receptions is facing the wrecking ball as a developer seeks to build almost 200 units in twin five-storey blocks on the site.

FSG Corp Australia’s $30 million application to Maribyrnong council for 495-507 Barkly Street includes 104 one-bedroom and 94 two-bedroom units, ranging from 44 to 74 square metres, plus eight retail tenancies.

Council guidelines would require a minimum of 260 carparking spaces, but plans show only 201.

The 6288 square metre site, owned by Footscray accountant Alfred Acquaro and rezoned in 2008, was approved in 2010 for 111 dwellings, 64 one- and two-bedroom units and 47 three-bedroom or two-bedroom plus study units.

That permit was recently extended, requiring construction to begin by March 3 next year.

But a new submission by consultants Rothe Lowman argues that the revised proposal almost doubles the number of units “to respond to the current market demands”.

“The development aims to provide a Rothe Lowman considered and responsive building within the fast-evolving precinct, setting a benchmark in architectural design,” the submission says.

An urban context report by G2 Urban Planning suggests the development would be a “commanding presence”, enhancing the eastern edge of Barkly village.

The report argues that the previously approved development “is not attuned to the market reality of apartment development and would not be economic to construct”.

“There has been increased emphasis on well-located areas absorbing increased levels of development,” it states.

A traffic assessment by engineering consultant Cardno found “anticipated traffic volume … is expected to have no significant impact on the surrounding road network”.

The site has been home to 501 Receptions since 1980.

Maribyrnong council is yet to announce a decision on the proposal.
