Plans for a 137-dwelling, 11-storey apartment building have been lodged with Hobsons Bay Council for the former Port Phillip Woollen Mill site in Williamstown.
The planning permit application by Evolve Development for 2-10 Kanowna Street also shows 41 three-storey townhouses.
