People are selling Wyndham tip vouchers on Facebook groups covering Hobsons Bay and Wyndham for $55 each.
It comes as Hobsons Bay councillor Diana Grima says many residents in her municipality are unaware they are entitled to one free hard rubbish collection per financial year, and an additional paid one.
Wyndham council director Stephen Thorpe said the vouchers were not meant to be transferred.
“Wyndham City provides a tip voucher to ratepayers via their annual rates notice,” he said.
“They are provided for use by the resident and are not intended to be transferred.
“Residents who use a voucher may be asked for identification when using a voucher.
“In addition to the tip voucher, all Wyndham residents have access to three free hard waste collections per year.”
Cr Grima said the council might need to advertise more widely to residents that they were entitled to a yearly free hard rubbish collection.
“As a newly-elected councillor, that’s what I’ve done,” she said.
“What I wanted to do is get the message across, big and bold, because a lot of people are still unaware.
“I’ve lived here for over 30 years and residents are still saying, ‘oh, you get a free collection?'”
